AFFORDABLE HOUSING MEETING

Members of the Affordable Housing Board present were: Ms. Mary Ann Draut, Mr. Miles Circo, Ms. Sindy Reyes, Mr. Larry Neviaser and Ms. Carlene Phoenix.
Also in attendance were Mayor Robert C. Willey, President of the Council Mr. Ford, Council members Ms. Scott-Taylor, Mr. Jensen and Mr. Wendowski. Ms. Sharon VanEmburgh, Assistant Town Attorney was also present.
At 5:50 p.m. the meeting was called to order.
MEETING
Ms. Draut outlined the draft Affordable Housing program application and the program. She discussed the income categories. The lottery process and points were discussed with residents and employees in Talbot County given more of a priority. Mr. Neviaser stipulated that the Affordable Housing Board will not participate in mortgage financing or credit applications.
Ms. Draut stated that the model application and instructions were taken from Montgomery County.
Mr. Neviaser stated that financial disclosures would be necessary with an asset cap for protection.
Ms. Jackson-Amis arrived at 6:22 p.m.
Discussion occurred on how to improve the system.
Mr. Jensen asked if there could be a clause requiring inspection of the property from time to time.
Ms. Draut suggested an inventory of where the town currently has rental housing.
The Elm Street project was discussed.
The Town Clerk suggested videotaping the Affordable Housing meetings as a valuable resource for the community. He stated that MCTV is looking for programs to air.
Spending the funds generated to promote the program was discussed.
It was suggested to change the application to state that points would be given for length of residency in town or Talbot County being at least one year and length of employment in the town.
Mr. Ford asked that the changes be incorporated into the document for Council consideration.
