Discussion occurred regarding
the proposed Subdivision Regulations Changes.
The
following is a complete list summarizing each and every proposed change to the
Subdivision Regulations:
(1) Section 401 (d) – Adds a provision to notify adjacent
property owners in accordance with the standards proposed in the new Zoning
Ordinance.
(2) Section 401 (g) – Creates a whole new section
specifying new criteria by which the Planning Commission shall review
subdivisions. This new section was
created with the intention of giving the Planning Commission broader discretion
to deny subdivisions that do not meet the design criteria specified in the
Subdivision Regulations, the Zoning Ordinance, or the Comprehensive Plan.
(3) Section 413 – Creates a new section specifying the
procedure for combining adjacent lots in common ownership.
(4) Article V – A new Article intended to incorporate new
design criteria into the design of subdivisions. Specifically, this Article attempts to add
some of the Traditional Neighborhood design elements that were originally proposed
in the now deleted TN District from an earlier Draft of the proposed new Zoning
Ordinance. This section also includes a
new provision prohibiting the location of protected areas (e.g. non-tidal
wetlands) or their associated buffer on any building lot.
(5) Section 708 – Revises the standard for community parks
to include a minimum 35% open space be provided, of which a minimum 1,200
square feet per dwelling unit shall be provided for parks.
(6) Section 709 – A new section which creates a Park
Development Fee to be assessed and used for the improvement of the parks
obtained via the provisions of Section 708.
