Community Legacy Workshop

CONVENING

 

The President of the Council called the workshop meeting to order at 6:30 p.m.

 

WORKSHOP MEETING

 

Mr. Bond discussed the State Project Selection Criteria. He stated that in order to get the greatest impacts from the proposed 2004 Community Legacy plan and projects, it is necessary to evaluate them for fundability as well as positive impact on the community.

 

Mr. Bond discussed planning criteria. He stated that the total Community Legacy operations and planning funds for the state are $250,000 for this funding cycle. The Community Legacy Program is intended to be very flexible and allow for funding of plans and some soft costs as well as traditional capital projects. Due to the small amount of funds available this year, the state has indicated that virtually all non-capital funds will go toward operating costs that are necessary to execute funded capital projects. By this standard, it is unlikely that requests for planning moneys will be funded.

 

Mr. Bond discussed project funding criteria.

 

Mr. Bond discussed proposed plans and projects for 2004-2005 which include Community Legacy Area changes to include Hammond Town/Bay Street corridor.

 

Mr. Bond discussed planning funds for the Community Legacy Plan update to include $40,000 with a $40,000 developer or other source match.

 

Mr. Bond discussed the Capital Project Funds which are as follows:

 

  • East End Community Garden: $3,850
  • Frederick Douglass Monument Project Phase I: $100,000
  • Strategic Acquisition, Demolition and Infill Fund/Easton Housing Authority: $25,000
  • Upper Story Living Space Redevelopment Gap Financing Grant: $150,000
  • Spring Hill & Richards Historic Cemeteries: $30,000
  • Graham’s Park, Phase II: $45,000

 

Mr. Bond asked the Council to prioritize the projects. The tally resulted in the following ranks:

 

1)      Upper Story Living Space Redevelopment Gap Financing Grant

2)      Frederick Douglass Monument Project Phase I

3)      Graham’s Park, Phase II

4)      Spring Hill & Richards Historic Cemeteries

5)      East End Community Garden

There being no further discussion, the President of the Council adjourned the workshop at 6:57 p.m.
