Mr. Bond discussed the State
Project Selection Criteria. He stated that in order to get the greatest impacts
from the proposed 2004 Community Legacy plan and projects, it is necessary to
evaluate them for fundability as well as positive impact on the community.
Mr. Bond discussed planning criteria.
He stated that the total Community Legacy operations and planning funds for the
state are $250,000 for this funding cycle. The Community Legacy Program is
intended to be very flexible and allow for funding of plans and some soft costs
as well as traditional capital projects. Due to the small amount of funds
available this year, the state has indicated that virtually all non-capital
funds will go toward operating costs that are necessary to execute funded
capital projects. By this standard, it is unlikely that requests for planning
moneys will be funded.

plans and projects for 2004-2005 which include Community Legacy Area changes to
