SPECIAL COUNCIL MEETING
November 18, 1998
The Town Council of the Town of Easton met today at 6:00 P.M. The meeting was called to order by the President Mr. Willey with the following members present: Mr. Ford and Mrs. Clem. Also attending the meeting were the Town Attorney Mr. Kehoe, Assistant Town Planner Mr. Thomas, Assistant Town Engineer Mr. Glass and the Mayor.
Attending the meeting on behalf of the Planning and Zoning Commission were Mr. John Atwood, Mr. John Braithwaite and Mr. John White.
The Assistant Town Planner Mr. Thomas briefed everyone on the proposed changes of the Zoning Ordinance from his memo with discussion on various impacts and effects.
Mr. Heinmuller joined the meeting at 6:07 P.M.
Ms. Peggy Pickall joined the meeting at 6:15 P.M.
Discussion included granny flats, convenience stores and big box stores.
Discussion occurred regarding amortization of non-conforming signs by December 31, 2005 and whether the time limit was the better way to go or whether this needed to be replaced.
Mr. Mayer joined the meeting at 6:38 P.M.
Landscaping standards were discussed as well as maintenance issues.
The Town Attorney discussed procedures for PUDs, CMs and PRDs as well as discussion of review for compliance with Maryland Law, etc.
The Town Attorney discussed the concept of the internal staff report.
The Town Attorney stated that governmental uses should not be mentioned in the Zoning Ordinance.
Discussion occurred on zoning map amendments. Discussion occurred on the concepts of rentals, etc.
Suggestions were discussed for information flow to the Planning Commission and to the Council as well as additional meetings.
Bed & Breakfast time limits were discussed.
Flags were discussed.
The consensus was that this meeting was very informative.
The President of the Council stated that the scheduled Public Hearing for December 7 would be postponed pending the modifications directed at this meeting.
Suggestions occurred for a split public hearing such as having one portion for the text changes and one portion for the map changes.
Planning and Zoning Commission departed at 8:10 P.M.
The President of the Council declared the meeting adjourned at 8:20 P.M.
