JOINT MEETING
WITH COUNTY COUNCIL
The joint meeting of the Town and County Council occurred on May 19, 1998 commencing at 5:30 P.M. Attending the meeting were Mr. Ford, Mr. Mayer, Mrs. Clem, Mr. Heinmuller and President of Council Willey. Attending the meeting from the County Council were President Clint Bradley, Mr. Steve Kinlock, Mr. Herb Andrew and Mr. Anderson. Also attending the meeting was the County Manager, Mrs. Blenda Armistead.
Discussion occurred over development and Route 50 traffic and specifically Dutchmans Lane traffic.
Discussion occurred concerning at least two members of the County Council who believe that if the Town annexes a road, the County will not widen or improve the road and that the developer should pay impact fees to cause those roads to be raised to the standard required.
Discussion occurred concerning Smart Growth and extension of water and sewer outside of Town limits such as in the case of Oxford. The Towns policy of not extending Town water and sewer outside of Town limits was discussed.
Discussion followed on the progress of the Countys employee parking lot.
Mr. Bradley advised that the County is reducing the income tax retroactive to January 1 to 35% and they are offering a 5% discount if the real estate taxes are paid by July 30.
Mr. Anderson discussed a digital communication plan, which will cost in excess of three million dollars in compatibility. The Year 2000 computer issue was discussed.
Discussion followed with congratulations to the Town for hiring Chief Harvey.
Discussion occurred on the use of Talbot County and specifically School Board recreation facilities.
The outlook for Open Space funding was discussed and it appears that Open Space funding is allocated to Trappe and St. Michaels for the next few years.
The North Chapel Park was discussed as was the RTC property and the concept of combined planning for the two parcels as well as possible tie-ins with land at Mt. Pleasant Schools.
The success of the Airport was discussed.
