SPECIAL MEETING

August 27, 1997

The Town Council of the Town of Easton met today at 7:30 A.M. The meeting was called to order by the President of the Council, Mr. Willey, with the following members present: Mr. Mayer and Mrs. Clem. The meeting occurred at Eagle Spirits Restaurant at Easton Club. Also attending the meeting was the Mayor, Chief of Police, Assistant Town Engineer, Mr. Lineberry and the Town Attorney, Mr. Kehoe.

Attending the meeting on behalf of EBMA were Mr. Mark Walsh, Mr. Bill Westphal, Mr. Willard C. Parker, Esquire and Mr. Ed Turner, Executive Director.

Mr. Walsh discussed the EBMA Bay Street proposal generally following the history of their involvement in the project, where the project is currently and what would be the next step. Mr. Walsh discussed the idea to create a wonderful appropriate entrance to the Town of Easton. He stated that EBMA has been working on this for three years. He discussed three possible alternative extensions of Bay Street.

Mr. Walsh discussed the packet which had been previously provided to the Council members. Mr. Heinmuller joined the meeting at 7:57 A.M. Discussion followed on State programs for this. Discussion followed on the cost of maintaining Bay Street and the turning over of Bay Street for Town maintenance as the State would like. Discussion followed on the estimated cost and financing options. Discussion followed on Mr. Dills' proposal. Discussion followed on where to go at this point. The statement that EBMA could not go any further at this stage was communicated. The President of the Council suggested that the EBMA proposal and Mr. Dills' proposal for Bay Street should go to the Planning and Zoning Commission for a recommendation with a subsequent workshop or Public Hearing.

The President of the Council excused himself at 8:35 A.M. Discussion continued on these matters until 8:45 A.M. at which time the meeting was adjourned.
